MACROENERGY STUDIES
The personnel of INEP take part in making up proposals for further development of the power industry of Russia and her regions.
For this purpose, the state of the power industry is analyzed, proposals are made and discussed for development and re-equipment of power engineering, and relevant recommendations are made.
The proposals cover a wide range of problems relating both to consumers (of electrical power and heat) and to supplier industries (gas systems, coal mining industry, and so on). Power generation of various forms is considered (organic fuel-burning power generation, nuclear power generation, hydraulic power generation, nonconventional forms, small-scale power generation, boiler rooms etc.).
The Concept of Re-Equipment of Power Engineering of the City of Moscow and Moscow Province was compiled by the working group consisting of representatives of the Russian Academy of Sciences, Mosenergo (power utility company of Moscow), a number of Moscow organizations, and OAO ES Rossii (Power Systems of Russia Company), as well as representatives of INEP.
At present, INEP specialists take part in the activities aimed at defining the principal problems associated with the development of the Russian power industry for the period until 2030.
Concept of Re-Equipment of Power Engineering of the City of Moscow and Moscow Province
This study begins with critical analysis of the development of power industry in the Moscow Province. Given in the study is the forecast of energy loads in the Province, which underlies the model of electrical power generation and consumption (in view of relations with other regions) from the standpoint of ensuring reliable power supply of Moscow and Moscow Province. It is emphasized that, even in view of commissioning of new generating capacities, the Moscow power supply system for the next 15 years will utilize electrical power from power plants of the Center power system, which are located outside of the Moscow region. In view of this, the necessary condition of ensuring reliable power supply is the development and steadfast realization of the policy of controlling the demand and of energy conservation. Much attention is given in the Concept to the development of electrical power networks, improvement of dispatch and emergency control, as well as the development of the system of gas supply of the region. The steam-gas option is recommended for the development of power generating capacities of the region; an important part in commissioning of new capacities may be played by gas-turbine steam power plants constructed under the Moscow program. The Concept deals with the problem of gradual conversion of distribution networks from 110-10 (6) kV to 220-20 kV.
It is recommended to work out in the shortest possible time the Program of integrated development of the system of heat supply of the city of Moscow and Moscow Province based on the developments by the MOEK energy company and other organizations. Special consideration is given to the problem of supporting the operation of heat supply systems in the case of loss of the main power supply source.
Research activities and feasibility studies are listed, which need to be performed in support of decisions taken for re-equipment, perfection, and further development of power generation on the Moscow region.
